A tooltip will pop up when you move your mouse cursor onto a tag displayed in tag cloud if you set the "Pop up tooltips in tagcloud" option to "yes" in the WordPress Administration Panels Options > TagALLY. In the tooltip lists the latest and the hottest posts' links related with the tag from all wordpress blogs using TagALLY-for-WP plugin.
